Creating an Urban Core
As more communities struggle with balancing rising home prices with the needs of residents, affordable housing issues take center stage. The Hillsboro Civic Center affordable apartment complex was designed to spur renewed growth in the city’s urban center. Like many public-sector mixed-use developments, the project required a specialized understanding of master-planned communities on the part of the Pavilion Construction team, as well as the building expertise necessary to manage competing interests and successfully complete the project.
