Home Forward (previously named Housing Authority of Portland) adopted the Public Housing Preservation Initiative in July, 2007. The initiative aims to protect and enhance this valuable housing resource in Multnomah County by replacing inherently inefficient units with more efficient multi-family housing. As part of this initiative, Home forward purchased the six-building, 46-unit Madrona Place (formerly the Jeanne Anne Apartments) property in August of 2010.

The Madrona Place apartments were built in the 1970’s, and are conveniently situated near the light rail line in the Rockwood neighborhood of Gresham. Subject to 30 years of wear and tear, Home Forward acquired Madrona Place with hopes to bring a positive change to the residents , and larger the community. The agency selected Pavilion Construction as contractor for the rehabilitation project in the fourth quarter of 2010.

The interior and exterior renovations were divided into two phases. Phase I ground repair and exterior rehab included improved site accessibility, exterior electrical repair and replacement, sewer line repair, as well as roof and gutter repair. Phase II was a complete unit retrofit. This consisted of replacing existing metal railings, trim, doors, kitchen cabinets, appliances, bath and light fixtures, drywall and painting throughout. In addition, three units have been converted into ADA accessible units, and another has been transformed into a community/office space. Site work also included the removal of an existing pool, which has been replaced with a playground structure and picnic tables.
